Does A 14 Yr Old Have To File A 1040 Tax Return?

I have a 14 yr old sister who is currently working and receives checks fromt he visitors that states her income and has income deducted for social security purposes. Her federal and royal tax option indicates its not applicable. Does she still have to file a 1040 tax return for 2007?
