I am event for a Co. commissioners position. I have a friend of whom is a Road and bus superviser for our County school system. He is also running for the same commissioners determine on a different party ticket.He claims if he wins the commissiones race he can still calling his $41,000/yr tax paid school
Answer: I would with the Kentucky Attorney General's office. That office is generally the one that will give opinions on such matters.

Answer: The people you must grouse to is every body. Starting with your city and moving up the chain all the way to your representative and your senator. You must get others implicated as well. If you do not the taxes will not go away. Remember, the squeaky wheel gets the grease

Carter County Ky is one of the only counties in the U.S. without a clear-cut library. The County Commissioners voted not to raise taxes (.06%) for a library. I was wondering if there were another way.
Answer: See about issuing council bonds for funding the library construction. It will be a bit more expensive in the long run, because of interest payed on the bonds, but can stipulate all your funding.
Perhaps you could also seek donations toward the library's construction from citizens in the county,
