Are Copays Tax Deductible And What Exactly Does Tax Deductible Mean?

I conscious this is a dumb question, but I don't know. I live in New York. I read that copays for prescriptions and doctor visits are tax deductible. Is this verifiable? And does tax deductible mean that the amount you would have to pay in taxes is reduced by these amounts?
