I living in US and would like to post a new labtop to China.
As the computer is new, I think I need to pay some money for the export tax. But I don't discern how much I need to pay, how and where can I pay it.
Is there any policy or statute for post something to China from USA?

Answer: There is no "export tax" but there possibly is an import duty upon arrival in China. Your brother will have to pay that. Getting goods through customs in China is a magnificent pain in the backside. Frankly you'd do better to send your brother the money so that he could buy a laptop in China

You should worry about the import tax on your country.
