How Can I Complete An I-9 Form For An Employee Who Lives Out Of State?

I have employees who palpable out of state who will be working for me. I will do an I9 Electronic verification but need them to complete a hard mimic of the I-9 form and for someone to verify their documents. Would a Notary be able to complete the form on my behalf?
There are Immigration Consultants / Lawyers that will do healthier than a regular Notary.
Completing the form is no problem, verifying is the key.

I be familiar with I gave the Office Manager copies of my social security card and driver's sanction.
However, the Office Manager never provided me with an I-9 form to sign. When I asked the Office Head about it, she said, "oh we don't bother with that".
Isn't it illegal for a company and new employee not to intact the form?
If I had to report this, what government agency would I contact? I am really bothered by this.
I did ask for the form and they didn't have any.
That's on them ..... It causes no hurt to you.
I wouldn't stir up trouble for the one that butters your bread.

If some one has newly married or divorced or they use an acronym for their name on their I-9 is it acceptable?

Or does the manager provide it?
You employ and just get the job.
Then on your first day the employer provides the I-9 and you show your docs. You can't give it ahead of time. Basically the business certifies that they have seen your documnets and signs it to certify that they did.
That way they are covered should a persons documents meander out to be fake.
